Perrysburg Sidewalk Program

The City often receives calls concerning sidewalk repairs. Therefore we have created this informational fact sheet (and below) to help residents better understand the City's plan regarding sidewalk repairs.  Our focus for 2021 is to address the areas where the City has planted trees or installed sewer lines. Below you will find the criteria for determining if a sidewalk needs to be repaired or not. 

Criteria

  1. The sidewalk has sunken or raised to a height difference of 1" or more between sections.
  2. The sidewalk has cracked into 3 or more pieces, has cracks greater than 1/2" or is missing a full depth piece of concrete.
  3. The sidewalk has spalled over 75% of the surface.

Possible Other Criteria

  1. Sidewalk has vertical changes 1" or greater.
  2. Sidewalk has excessive cross slope, exceeding 4 inches in 4 feet.

C= Cracked slab
D= Dip or drop in slab
M= Missing slabs that are required to be installed
S= Slope of slab toward the street
V= Vertical misalignment of the slab
X= Complete removal of the slab
X-city = City will perform complete removal of the slab for repair

DID YOU KNOW?

The City instituted a city ordinance regarding sidewalk repairs that date back to 1984:

1022.03 DUTY TO INSTALL AND MAINTAIN SIDEWALKS.

(a) Every owner of any lot or parcel of land situated within the City shall construct sidewalk along all public streets, avenues, boulevards or lanes abutting such lot or parcel of land upon construction of any home or other structure on such lot or parcel of land or, with respect to previously constructed residences or vacant lots in accordance with such construction schedule as may be adopted by Council.  (Ord. 65-96. Passed 5-7-96.)
(b) Every owner of any lot or parcel of land situated within the City shall keep, repair and maintain the sidewalk along all public streets, avenues, boulevards or lanes adjoining such lot or parcel as recommended by standard engineering practices and as approved by the Director of Public Service-Safety. The cost of such keeping, repairing and maintaining shall be the responsibility of the individual owner, or of the City and the property owner together, as determined from time to time by Council. (Ord. 137-84.  Passed 12-18-84.)

Q: WHO IS RESPONSIBLE FOR SIDEWALK MAINTENANCE AND REPAIRS?
A:  The property owner is required to fix and maintain sidewalks in the City right-of-way.

Q:  WHY DOES THE CITY TAKE CARE OF SOME REPAIRS AND NOT OTHERS?
A:  The City has and will continue to plant city street trees, along with install sewer lines. From time to time this may create reasons for repair, therefore these areas will be addressed in an order of priority, along with any potentially hazardous situations. Unfortunately the City does not have the funds to repair all of the sidewalks immediately, therefore the owner is responsible for repairing their walk per the City ordinance.

Q:  WHAT IS THE CITY DOING THIS YEAR TO HELP?
A:  The City has hired contractors to lift, level and replace sidewalks on the West side of town starting in the Ft. Meigs neighborhoods. We will address the sidewalks that were adversely affected by street trees or water lines.
