• 7 members of the Municipality not holding other Municipal Office: 2 members appointed by the Mayor, 2 members appointed by Council, 1 member appointed by Planning Commission, and 2 members appointed by the majority of the Community Reinvestment Area Housing Council
• 3-year terms
