Appointment Review Committee The Appointment Review Committee is composed of the President of Council and two other Council members, one of the latter from the Republican party and the other from the Democratic party. The latter two members shall be appointed by a majority vote of Council. Finance Committee The Finance Committee reviews all administration and citizen requests for allocation of City funds, particularly the tax budget and appropriations budget. The Finance Committee works with the administration to evaluate various methods of financing City operations and to consider any such actions recommended by the administration. The Finance Committee approves any contracts desired by the administration for services involving financial activities (accounting, insurance, banking). Health, Sanitation and Public Utilities Committee The Health, Sanitation and Public Utilities Committee reviews the annual budget of portions of the Department of Public Service operations including the Water Pollution  Control Division, the Water Division and related infrastructure as well as water, sewer, and capital expansion utility rates. Personnel Committee The Personnel Committee reviews the appropriateness of job descriptions with respect to non-bargaining unit employees and ensures appropriate job descriptions are completed before newly created City employee positions are filled. The Personnel Committee recommends orientation programs and/or materials for new members of boards, commissions, advisory committees and members of Council. The Committee reviews the progress of negotiations of collective bargaining agreements and reviews the personnel policies and procedures applicable to non-bargaining unit employees. The Personnel Committee coordinates with the Civil Service Commission and the Mayor regarding the hiring of new individuals, promotion  of employees and appointment by Council of appointed employee positions. Planning and Zoning Committee The Planning and Zoning Committee reviews the annual budget of the Division of Planning and Zoning. Service-Safety Committee The Service-Safety Committee reviews annual budgets for the Police Division, Fire Division, and Department of Public Service. The Committee reviews proposed legislation involving Police and Fire Division operations and Department of Public Service operations with the exception of the water and sewer utilities.
